Law enforcement higher education at the service of the nation - Interview with András Koltay, Rector of the University of Public Service

Abstract

‘Recognizing that the strengthening of professionalism and expertise in the personnel of public administration, law enforcement, national defense and national security services within the civil service requires coordinated and planned replacement training system, and instead of leaving the profession a training system in support of the civil service career model should be put in place to support higher education in the civil service.’ In March 2011, the Hungarian Parliament decided to establish the University of Public Service, keeping in mind the above ideas. In the ten years since then, especially in the second half of the period, visible changes and developments have taken place not only in the legendary buildings of the legacy Ludovika, but also in the high-quality training and education that takes place there. Zoltán Magyary, the iconic figure in the history of the Hungarian public administration, defined what the real public service is as follows: ‘Public administration has no other right to exist, no other measure than to serve the people and the nation.’  We asked András Koltay, who has been the rector of the university since September 1, 2018, about how the above objectives will be achieved, what challenges will be faced as the head of such a diverse higher education institution, and last but not least what place in this law enforcement training occupies.
