Controlled delivery – the history and new possibilities for the methods against illegal trafficking

Abstract

Organized crime has always been present in the illegal trade of illicit or hard-to-reach goods. Drugs, weapons, tobacco, or alcohol are always sought-after commodities on the black market, especially when legal trade is prohibited or costly. The proliferation of goods and services available online, the impersonality of trade and the restrictive measures imposed by the COVID-19 virus have also created new conditions for the sales of illegal goods. Risk-free ordering and delivery options and new payment methods have opened up, which also require intelligence agencies to develop and apply new methods. One of the most effective methods of detecting the distribution of illegal goods is controlled delivery. In addition to a brief historical description of the method and its regulation, the study undertakes to present new detection methods that will be hopefully able to support the detection and proof of smuggling and trafficking of illicit drugs and arms or other similar goods effectively.
