  • Publisher guidelines/policy
    • Article withdrawal policy
      • The general policy of the Ministry of the Interior, as the publisher of the professional, scientific journal Belügyi Szemle (hereinafter the Publisher), is that the Editor-in-Chief of Belügyi Szemle is solely and independently responsible for deciding which articles are published in the journal. In making this decision, the Editor-in-Chief is guided by the professional and scientific guidelines of the journal, taking into account the existing regulations on defamation, copyright infringement and plagiarism. In accordance with the policy of the Publisher and the Editorship of Belügyi Szemle (hereinafter the Editorship), articles published in the Journal will be preserved unchanged in the digital archives used. However, there may be circumstances where an article published in the journal may need to be withdrawn or even removed.
    • Removing an article: legal restrictions
      • The Editorship may, following an investigation based on the information brought to its attention (suspected plagiarism, defamation, violation of the legal rights of others, etc.), initiate action to remove the published article from online databases. Once the article has been removed, the metadata (title and authors) will be recorded. The abstract of the removed article will be replaced by the reason for its removal.

  • Digital archive

The Editorship is committed to the continued and permanent availability and preservation of scientific research. To this end, access to articles is continuously ensured through the publication of digital file formats. We work in partnership with national and international database management organisations to make digital content as widely available as possible, and we also have our own digital archive for the public.

      • Repository of Hungarian Scientific Works
        • The metadata of the articles to be published, as well as the digital format of the article, are recorded and uploaded to the REAL repository.
      • EBSCO
        • Academic Search Complete is one of the most important multidisciplinary databases in the world. It contains more than 9,000 full-text journals and abstracts of another 13,200 publications. Within the framework of the contract, the Editorship provides digital data content for publication and archiving in the EBSCO databases.
      • ProQuest
        • The international ProQuest database manager with a search interface in Hungarian consists of almost 40 sub-databases, which can be searched both together and separately. The database allows access to approximately 18,000 scientific journals. Within the scope of the contract, the Editorship provides digital data content for publishing and archiving in ProQuest's databases.
      • Open Journal Systems digital archive
        • The Editorship continuously ensures that the digital archive in the Open Journal Systems system is accessible without restriction or registration.   

 

  • Use of open access licences (CC-BY-NC-ND)

The Editorship’s goal is to provide the best choice of user licenses that define exactly under what conditions readers can use the open access articles published in our digital archive (OJS).

    • The Editorship has joined the Creative Commons international licensing system as of issue 2020/11 of Belügyi Szemle. This means that the Attribution-NonCommercial-NoDerivs (CC-BY-NC-ND) licence ensures that the text of the studies can be used in unmodified form by those who have the right to use it without commercial exploitation.

 

  • Guidelines on publishing ethics
    • Tasks of the Publisher
      • The Publisher of the scientific journal Belügyi Szemle is the Ministry of the Interior, which is committed to publishing the journal.
      • The Publisher provides the financial, professional and human resources to ensure the regular publication of the journal.
      • The Publisher provides the appropriate technical background and infrastructure for the efficient and smooth operation of the Editorship.
    • Tasks of the editors
      • The editor should ensure that the peer review process is fair and unbiased. Manuscripts submitted to the Editorship should be proofread by one external and one internal proofreader, and the editor should seek the opinion of additional reviewers as necessary.
      • The editor cannot influence the ranking of the journal by artificially raising the journal's indicators. The editor may not require that a reference to articles in the journal be recorded in any form.
      • The editor shall keep confidential the content of all communications with authors and reviewers concerning manuscripts submitted to the Editorship, unless otherwise agreed with the authors and proofreaders concerned. The Editor shall protect the identity of the proofreaders. The editor may disclose the proofreaders' details to the authors, provided that the proofreaders agree.
    • Tasks of the proofreaders
      • The peer review provided by the proofreaders helps the editor to make editorial decisions and, through editorial communication with the author, can help the author to improve the journal by publishing a more valuable article. Peer review is an essential element of formal scientific communication and is at the heart of the scientific method.
      • Proofreaders should treat manuscripts received for review as confidential documents. Proofreaders are not allowed to share the review or information about the manuscript with anyone, and are not allowed to contact authors directly without the permission of the editor.
      • Unpublished material in manuscript submitted to the Editorship may not be used by the proofreader in his/her own research without the express written consent of the author. Information or ideas obtained through peer review should be treated confidentially by the proofreader and should not be used for personal gain.
      • The proofreader should be alert to potential ethical issues in the manuscript and bring them to the attention of the editor, including any significant similarities or overlap between the manuscript in question and any other publication with which the proofreader is personally familiar.
    • Tasks of the authors
      • Authors should accurately represent the data on which the research is based in their manuscripts. Studies should include relevant and accurate data and references so that relevant information can be incorporated into the work of other researchers.
      • Authors must submit fully original works to the Editorship. If authors use the work and/or ideas of others in their manuscripts, they must be properly cited and/or quoted in the manuscripts.
      • The Editorship considers all forms of plagiarism to be unethical behaviour, and the use of any form of plagiarism (the "publication" of all or part of another author's work as the author's own intellectual creation without acknowledging the source) is unacceptable to the Editorship.
      • Submitting the same manuscript to more than one journal at the same time is considered unethical and unacceptable by the Editorship.
      • With regard to the authorship of the manuscript, the author submitting the manuscript for publication must ensure that all appropriate co-authors are listed in the manuscript, and must ensure that all co-authors approve the final version of the submitted work and agree to its submission for publication.
      • Authors should carefully consider the exact order of authors before submitting a manuscript. When submitting a manuscript, they should indicate the final order of authors.
      • If the author discovers a significant error or inaccuracy in his/her own published work, he/she must immediately notify the Editorship or the Publisher and cooperate with the Editor in withdrawing or correcting the paper if the Editor-in-Chief deems it necessary.
      • Authors must comply with the requirements set by the Editorship for image materials and attachments, which means the exact reference and traceability of the original image materials.

 

  • Rules on text and data mining

The Editorship's priority is to facilitate the researchers' need for quick, efficient and easy access to the digital content of the Journal. The Editorship is committed to reducing any technical barriers to content mining. The Editorship actively works with researchers and some database management organisations to facilitate text and data mining by enabling free access to the digital database of Belügyi Szemle, while at the same time striving to develop digital platforms, tools and services to support researchers.

    • Publisher policy

Based on its directive on text and data mining, the editorship allows the following:

      • Open access content: open access content in PDF format can be downloaded without restriction from the OJS system of Belügyi Szemle, with the option to download the Full Text format of the metadata for the articles in accordance with the user licence of the article.
      • Individual requests: the editorship will assess and fulfil individual research requests for specific text mining needs on the basis of a preliminary assessment. Researchers are requested to send their individual requests to the Editorial Office by e-mail.
