Settlement security, local law enforcement at the Southern Great Plain Region II.

Abstract

Aim: The aim of the study is to present the municipal security of the Southern Great Plain Region, as well as to present the work of the police and complementary law enforcement agencies involved in local policing. In addition, my goal is to introduce the difficulties associated with the operation of municipal policing, to demonstrate the anomalies that occur in practice and the optimal solutions that can be given to them.
Methodology: The research was carried out by interviewing the police chiefs of three county police headquarters in the region, as well as the municipalities through an online questionnaire. Furthermore, in order to form a complex opinion, the Author learned about local government measures related to local policing through multi-party focus group discussions in two districts. Thirdly, in a framework of secondary research, the Author studied the Hungarian legal regulators, professional studies and statistical data.
Findings: The results of the conducted research suggest that the development of municipal law enforcement agencies is possible only along the lines of a long-term and thoughtful strategy. It has been proven that municipal security and local law enforcement tasks are extremely complex, requiring active, coordinated action by several collaborators. It has also been proven that on the part of the municipalities the need for stable and balanced public safety is permanently present. In order to achieve this, they are willing to fulfill commitments in case of having suitable opportunities and knowledge. In this complex system of law enforcement tasks, continuous, wide-ranging cooperation between partners and the flow of information through regular communication are inescapable factors.
Value: The conclusions of the study can be used in the development of future action programs by local law enforcement contributors as well as police chiefs. The Author formulated proposals for improving settlement security that deepen the theoretical and practical knowledge of specialists.
